YPJF RESPONDS TO MAYOR'S STATEMENTS DENOUNCING FINANCIAL DECEPTION
Mayor's 'No Knowledge' Claim Collapses: Foundation Cites Unanswered Letters to Police AND Office of Violence Prevention
STOCKTON, CALIF. — December 15, 2025
Update: 17 December 2025 HERE
The Youth Peace & Justice Foundation (YPJF) tonight issued a final and definitive statement, directly responding to Mayor Christina Fugazi’s recent comments and refuting the administration’s claims of ignorance and political smears.
The YPJF clarified its nuanced position on the contentious $8 Million Grant, asserting that its focus is not on rejecting funds, but on demanding a moral commitment to the Group Violence Intervention (GVI) model.
The YPJF maintains that the Mayor’s narrative is a fabrication designed to protect political failure and to distract citizens from the necessary steps for peace.
1. THE SMOKESCREEN OF "NO KNOWLEDGE" VS. THE PAPER TRAIL
The Mayor’s administration has aggressively claimed "no knowledge" of the ceasefire negotiations. The YPJF’s correspondence to the very agencies meant to be involved proves this narrative is based on wilful institutional blindness:
* OVP COMMUNICATION IGNORED (Dec. 10, 2025):
The YPJF sent a detailed letter to the Director of the Office of Violence Prevention (OVP), confirming the intervention launch, the "intensely focused" work to interrupt violence, and the "confidentiality requirement" to protect the "ceasefire truce talks planned this Friday." The OVP never responded to this request for partnership.
* LAW ENFORCEMENT COMMUNICATION IGNORED
(Dec. 13, 2025): The YPJF sent a formal "Safety Notification Regarding Non-Specific Threat" to the Stockton Police Department (CC’ing the San Joaquin County Sheriff's Office) explicitly confirming its "community peace efforts and calls for cease fire." Law enforcement never responded to this notification.
The Mayor’s administration was informed directly before the truce was public and after the truce was secured, yet chose institutional silence. The claim of ignorance is a political fabrication.
2. CLARIFICATION: The $8M Grant vs. The Moral Commitment
The YPJF explicitly addresses the Mayor's statements and clarifies its position on the $8 Million Grant to counter the political smears that the foundation is financially motivated:
* THE TRUE DESIGNATION (Proof):
The grant is legally designated for RE-ENTRY and Diversion services for individuals with nonviolent Proposition 47 offenses. The YPJF is not calling for a complete rejection of this funding, but demanding an honest, public acknowledgment of its true purpose.
* THE LIE OF MISSION:
The YPJF states the Mayor commits a "lie of mission" by touting this grant as the solution to the immediate, violent crisis driven by high-risk shooters. The grant is ill-suited to save lives from imminent violence.
* THE DEMAND FOR ACTION:
The foundation demands the City’s leadership attach the moral and political commitment necessary to implement the zero-cost Group Violence Intervention (GVI) model—a structural solution—to truly address and sustain the peace achieved by the ceasefire.
This GVI resolution is the necessary commitment, regardless of the acceptance of the $8 million.
3. DISMANTLING THE "PIECE OF THE PIE" SMEAR
The Mayor’s accusation that YPJF "Desires a piece of the pie" is factually false and contradicted by our singular focus on a non-financial commitment:
* YPJF’S EXPLICIT STANCE (PROOF): In a formal letter sent to Vice Mayor Jason Lee and the City Council on December 13, 2025, the YPJF explicitly asserted: "Our commitment is to the GVI structure, not to short-term funding or grants."
* THE TRUTH OF EXCLUSION: Initial exclusion was necessary to protect the lives of participants, as documented in the December 10th letter to OVP. The Mayor’s decision to focus on bureaucratic offense proves she prioritizes turf over the lives saved by the ceasefire.
APPENDIX: Letter to Vice Mayor Jason Lee (Excerpt)
The following is an excerpt from the letter sent to the Vice Mayor, which remains unanswered, detailing the foundation's true structural demand:
TO: Vice Mayor Jason Lee, Stockton City Council, District 6
DATE: December 13, 2025
SUBJECT: Urgent Request: Structural Solution to Violence—Answering Your Call for Prevention Investment
Dear Vice Mayor Lee,
...Our Foundation, the Youth Peace & Justice Foundation, gets tragedy... The GVI model is the proven structural solution that addresses this fundamental failure. We have currently secured valuable hours of peace in Stockton...
...We acknowledge that this high-level intervention proceeded without the immediate, direct involvement of all normally critical parties, including the Mayor's office and law enforcement... We trust you appreciate that this temporary, strategic confidentiality was a requirement for achieving the peace we currently hold.
The GVI model is the precise, proven structural investment you are advocating for. It delivers sustainability by creating a formal, collaborative structure between law enforcement, service providers, and community leaders—filling the exact governance gap you identified.
We are formally moving to register as a non-profit in California to demonstrate our long-term commitment to Stockton. Our commitment is to the GVI structure, not to short-term funding or grants.
CONCLUSION: THE ULTIMATUM STANDS
The Mayor’s entire defense is destroyed by her own administration's unresponsiveness and our documented demand for a structural, zero-cost resolution.
The 21-day truce was secured under duress. The moral accountability for any renewed violence falls squarely on the Mayor’s administration if they fail to seize the time we provided and implement the GVI Resolution by the deadline of January 15, 2026..
The people of Stockton, CA deserve accountability and correct action—not financial deception and political deflection.
